It's the "weakest" as in not having much in the way of offensive abilities, it's still one of the strongest weapons in the setting. However out of all the Enchanted Blades we've seen so far it's the "weakest" out of the bunch when it comes to combat.

But that's the thing, Tobimune is a support/utility Enchanted Blade. It's still stupid strong and deadly, but out of all the Enchanted Blades it is the weakest.
