I think (honestly) it's racism, in that they do not take foreigners seriously. They do not consider them agentic. They think they can give and take away from them as the situation suits, not realising that Mohammed and Ahmed have minds and plans of their own, and once they gain power they won't yield it back to Rupert and Tarquin, now that Dave and Gary have been disposed of. They do not feel threatened by them. The same people who'd brick it walking past a group of English lads have no care in the world walking past a group of wogs. When they commit a crime these people attribute no more blame to them than we would to the wind for blowing a tree over.
