It sets up a gatekeeping of having to be clever with your wordplay if you want to post heavier stuff, and openly loves the sea hence the over nautical theme. If you want to post images over in the Sea portions, you also have to match the sea filter, and if you want to post on any images, it goes through a filter in general to determine whether or not your image is good enough to meet muster.
Relatively easy to set this filter up as well, by using a specific [in post range calculation, determine key words add to ratio] to either allow or disallow. Likewise with the image filter, shrimply setting up a learning observer trained on nautical nonsense.
Then again, I suppose users would find a way around this saying "Fish" like 300 times, then "niggers" and then press post with an image of Patrick hailing Hitler in 4th Reich garb over in /fish/
