This almost makes the Jenova Project so insanely evil when you think about it. The Jenova Project was intended to produce a child with the same powers as the Cetra. And Shinra was hoping this child would hear the voices of the planet, so he could point the way to The Promised Land, so they could put a Reactor on top of it and have infinite money.

Now what they got instead was Sephiroth but imagine if the Jenova Project worked. Imagine reading the Bible and reaching the scriptures that describe heaven. Eternal happiness. Streets made of gold. But rather than take that as a promise of a comforting afterlife to inspire you to live a life of consecration and holiness, instead you try to clone Jesus. You search the tomb to find a hair so you can produce a child with the same divine powers. So you can send the army to heaven to harvest the gold. That's so insanely fucked up and Shinra was actually going to do it
