See that is a much more specific qualifier there that was left out and a rather important one.
The best hope you probably have is this twitch group: JGVE: Japanese Girl Vtubers in English, a group of Japanese vtuber girls that speak and stream in English.

Sadly, none of them are truly Retro vtubers as the main focus. However for Chacha it is not rare for her to play retro occasionally despite being a horror vtuber as her main focus, as does Lemon and Ichigo Tofu so they get posted here for that. Noy had a little retro gaming arc for a while ago but sadly nothing since then.
