Not a chance. There's no effective way to have something like toriyama's works succeed in the modern day. Toriyama making amoral parodies of stuff he read and watched in the 60s/70s/80s could only work before he came along. Now all you get is the tired out and overly verbose version of that in one piece.

Toriyama's basic style was developed from Tezuka's and it where he got a lot of basic ideas from, including making a monkey king manga in the first place. It was so striking and he was so succesful even Tezuka saw Toriyama as his successor despite having dozens of assistants over his career. Toriyama's other obvious manga inspirations were go nagai and shotaro ishinomori (one of tezuka's old assistants)
