you are bad at the game if you don't understand why this is. By agreeing that a unit is in cover before they finalize movement, that prevents any bad feelings later when you try to bring out the laser pointer and say they aren't.
It's called playing by intent. It lets you agree on the game state quickly and immediately instead of letting things linger and then getting several steps down the line and getting into a pointless fight about it when you could have said "No, I don't think he's in cover there you need to move him half an inch left" and the other guy goes "ah, nice mate".
You are literally supposed to agree, and the other player has made his intent clear so it doesn't have to be relitigated later. It makes the entire game flow better and smoother. You were just playing a better person than you.
