if you were showing someone your downstairs loo that you'd had painted bright pink with a big mural of a monkey face and they reacted like "ooh! very artsy..." then that's a compliment being used as a sarcastic negative, probably because it's TOO artsy
but if something that was supposed to be impressive or interesting was called "not very artsy", that would be an outright insult implying that it's boring and you didn't even try to be creative with it
