DJI drones are off the shelf. top one here is what ISIS/Jewlani are using. Carry up to like 8-10 pounds of bombs.

There's a sick new Autel drone called the Alpha I think, with a 35x optical zoom that can see clearly like 5-6 miles away or something. though at that distance there's a lot of atmospheric interference.
