Those could be really powerful truck bombs, like the equivalent of a really powerful precision-guided bomb. Like imagine several dozen Timothy McVeighs hitting a fortified position in an urban area. They could do that to totally pulverize a position.

Terrorism more generally is designed to introduce chaos into stable systems. It's like how people like pop music more than jazz because it's predictable progression. Introduce a lot of noise, the music stops making sense and people get nervous. It's designed to create tension in targeted populations.
