I can buy the argument for Cell since the art has deteriorated a bit too much for me to give a pass despite the interesting and refreshing horror/Terminator inspirations. But Buu is way better than Cell in my opinion and the latest storydump has revealed to a lot of anons its qualities. You can tell Toriyama had a lot of fun making it. The writing has lots of qualities and Satan is a very strong addition. Art still lost in details (even more than Cell!) but the sense of scale returned.

I feel like the bold writing choices he took for Saiyans and Namek kind of boxed him in too much for the Cell arc and the editorial meddling kind of shot down the story he had in mind (you can tell there was going to be some cat and mouse game like Namek before it turned out to be just a string of fights right after Cell got to 17). But returning to gags helped him a lot.
