I want to target ATF at only things immigrants tend to do while ignoring things Americans tend to do and using unequal enforcement. Immigrants get zero tolerance and Americans get three strikes. I am somewhat mixing the agencies into DoJ divisions because those divisions delegate those authorities to agencies or otherwise do stuff like act in court to advance those goals. You can probably notice that when I say that DoJ's criminal division prosecutes drugs, when it's also delegated to DEA. I'm just trying to keep things relatively short.
