I think that the They Live ghosts are specifically the Ghost Workforce that fled hell when the Daten City Gate was leaking during the Demon Stocking shit in ep 1. Seems like the lot of them probably just want to live on Earth and are doing normal stuff until they start getting killed en masse and start fighting.
