it's supposed to be an ugly and slapped together gun by definition, they have a unique design in the game because otherwise it wouldn't be readily visible as being a firearm over a melee weapon - because IRL they are just nigger rigged pipes and sometimes 2x4s of varying length stuffed with gunpowder and shrapnel.

making all the new animations and confusing 95% of players when they see a mutant waddling at them with an unidentifiable stick in his huge hands would not be worth satisfying autists thirst for realism, similarly to how the developers of 1 didn't bother with weapon condition and in FNV wearing the war criminal enclave power armor (the equivalent of a SS uniform) doesn't get you arrested or attacked on sight by the NCR like it did for arcade

fallout was never for /k/ autists like yourself and has remained consistent in that regard. go mod a better plasma gun/pipe rifle or write a setting without them for your tabletop campaign if you don't like it bitch
