Yeah, editing an existing skeleton and adding new animations goes very far but is legitimately a fraction of the effort. The requirements you have on said skeleton edits can still make things pretty unique, but there's a lot of existing stuff you don't have to do that you would by completely implementing a new one. I know Skyblivion and Skywind do have some custom skeleton stuff and it's a painful fucking task. Behaviour alone makes small children across the world cry.
