I'd definitely say that it's weakest on regular Effect Monsters. Here's a handful of golds from my collection (not all of them, just a few that I had on-hand). If I were to rate it based on these then I'd rank it as

>Link and Synchro tied for 2nd
>Trap
>Spell
>Effect Monster

One of the issues with these cards was chipping btw. My copy of Torrential Tribute came looking like that unfortunately.
