Nothing. Birth rates are not an issue per se. Low birth rates are currently only an issue because the globo-techno-industrial complex has over-optimized itself to chase extremely short-term marginal profits, and requires ever cheaper labor to continue further over-optimizing itself. To maintain the system, new workers cannot come from within the US or West, as financially incentivizing citizens DOES NOT lead to measurable increases in birthrates, as repeated attempts from all over the world have clearly demonstrated. Social and religious incentives that raise the social status of those having kids DOES increase the birthrates as Georgia (the country) and Mongolia have recently shown, but no Western country is willing to provide these incentives. Not only are many intractable ideological hurdles to cross, but this is a slow, generational process and big business is not willing to sacrifice short-term profits even for a long-term security and stability.
This means that even “well-intentioned” West-loving billionaires like Musk will oppose these proposals even as they constantly cry the reverse-Malthusian sky is falling. Because Musk and other tech billionaires are primary beneficiaries of said unlimited imported cheap labor.
The West and world at large undergoing a “normalization” process in response to being technologically advanced, information-based societies. However, instead of letting society acclimate naturally, predatory international financiers figured out they could further increase their marginal profits via constant cheap, imported labor. Then they figured out the imported labor could be also used for political agitation to ensure that they are never removed from power through permanent divide and conquer tactics.
