It's such a roadblock to anime being made now that Shaft made fun of it in Nisemonogatari. The joke being they would make blatant loli fanservice and then say that it was fine, because they were just trying to tell everyone what not to do in order to stay clear of "the new ordinances" (clearly referring to the ones passed ahead of the Tokyo Olympics)
