NTA, but the enforcer is in one of the lockers at Oasis. Really obscure and I found it by accident myself.
Remember where you had to pick up a keycard across a huge garden area? In that small room there were lockers and there were enforcers that you could pick up by interracting with the locker.

Also I did not make this info card. One other guy was making these, but went on a hiatus to wait for better time to compile data.
