The house is probably completely paid off by now, and the owner likely isn't desperate for money so they can ask whatever they want. Home buyers only have negotiation power if the seller is desperate for money or to sell their house quickly. The owner will sit on that price for years only reducing it by slight amounts because eventually someone will be stupid enough to pay their asking price.
