Thanks to the retcon tree, Dottore nor anyone else really, even knows or cares. There's no gravitas to a revenge arc where it's just 1 manlet's memory.
Truly the writing around Scaramouche to hamfisted sell a redemption arc that would've worked better literally as just plain soap opera amnesia... was a work of genius.
