Yeah, the game might be more action than horror muh roundhouse kicks but that’s usually always the case with multi-genre works. Technically RE also has a third primary genre, but nobody ever calls it science-fiction because the sci-fi elements always take a backseat to the horror and action elements. The sci-fi elements are really just there as a vehicle for the body horror stuff. Contrary to something like Dead Space where the sci-fi stuff is absolutely as integral to its story and setting and core themes as the action and horror elements are and even ties directly into the gameplay through your arsenal and the Zero-G mechanics.
The Island is really the first time when horror takes a backseat to action, but Mikami made sure to also include the Regenerators and U-3 to balance it out. The Island is purely meant to test your accumulated skills and put a bigger strain on your resources now that you’ve probably upgraded most if not all of your weapons and it’s Resident Evil tradition that the last 3rd of the game usually turns more actiony anyway.
