Why can't you autists just accept that these things exist in a spectrum? If a girl is noticeably shorter than but just as busty as her peers, she's a shortstack. You can adjust the exact amount of her bust/height, but as long as that contrast is achieved she fits image of a shortstack. It's not a term exclusively for midget goblinas with massive udders as big as her head.
