He's pissed at the EA treating the human cost of the war so callously, resisting the idea of the G project all while practically sending their men into a chipper with weapons like picrel. At most, he gave them too much credit for considering them them capable of being reasoned with.
There's no need to cope about the matter. Halberton thought the EA's leadership was shit but either didn't know just how much or they got worse over the course of the war thanks to Azrael and Rau.
