The bigger problem with the map from V.F. is that there are no in-universe points of reference other than the sanctums, we don't know which sanctum is which, and even if we knew most of the sanctums aren't in useful locations but rather bumfuck nowhere like Slumpia

The PV2 map doesn't give us much by way of geography but at least gives us some direction for where the schools are located in relation to each other.
