What they're doing is functionally a change to the color identity rules, the same way they made a change when allowing cards like Bosh to count as Red and not Colorless, or Sisay to be WUBRG instead of mono-white. IDK what you mean about special exception for hybrid cards, they're the only ones with hybrid pips on them. Unless you mean change the rules for mono-color cards with hybrid abilities or casting costs? Because thats already how it works for shit like Extort or the new Firebending, the new Azula is actually Dimir despite vomiting a bunch of red mana with firebending even under the current, unchanged rules.
