It's 1489 and I already have a little over 1/10th of my country living in my capital. There's 289k peasants just sitting around there not doing anything, while I'm unable to expand some of my rural provinces any further because there's no people left to work in RGO or other rural labor buildings. What can I do about this? This feels incredibly inefficient.
