I don't think there were rewrites as much as there were shifts of focus. They probably had a very, VERY loose idea of what they wanted to do in Natlan when the manga and the early Mondstadt lore was released, but not enough to base a full region around it. As Natlan grew closer, the world became more complex, and Mihoyo changed in design tastes, the Natlan story had to involve something else to be as engaging as they wanted it to be, so the Mare Jvali stuff was shunted to the background, which is today now that the Natlan lore is all wrapped up.

The teasing was most definitely done as a way to say "We remember Mare Jvali, loregods. Don't worry, it will show up sometime later once this main story is wrapped up."
Seeing Enjou be so strongly tied to it is proof enough. Enjou is a fan favorite for loregods anyways.

If you think about it, skilled geo vision users would be able to bend metals into the perfect shapes, skipping many of the steps required to manufacture advanced technology.

With enough time, materials(geo visions would also make obtaining them easier) and the right idea, geo vision users would be able to craft any device built out of simple machines.
