Most people could, but finding something vaguely modern looking that is also functionally mimimalist that doesn't look like some ecletic junk from the Soviet era over in hardware stores especially is difficult these days. So that leaves figuring out the feasability of spotlights on rails and ceiling lights meant for the office, which is dependent on the house. In my case, it is a carry over from Soviet times, pic related. Not sure about others who do rennovations like that.

Practically and functionally speaking I'd say OP is more just loosely being inspired by the color theory, which means bringing some rhythm into a chaotic and patchworky interior (likely devoid of tech, high or low as well).
