All things Condoleezza, its quite possible he was flustered, especially with what was going down in my region in Texas. Natural disasters tend to take precedence, especially if children are actively victims. I think that's what he had meant by it "feeling like desecration", along with not wanting Epstien's victims to reawaken old traumas. He doesn't really seem to be the malicious type.
