Yes the combat in this game is bad

The vast majority of attacks are not reactable, they're just standing around then do <200ms attacks

They're not dodgeable with a normal dodge either, they're programmed to hit you basically

I think the developers did this on purpose to mimic turn-based combat where you WILL take damage

Because they made FFXVI and that's all about well telegraphed attacks and perfect dodges
