Isabel with Arcana has already been proven to be meta now, some JP guy used her off-element even last SR. She's 100% gonna be huge on the next elec weak SR and will probably be used in a similar comp as SDoro was with Tove + CDR
I got Julia's treasure already, but don't really want to invest rocks into OLing her gear right now with the next SR being fire weak and not iron, but I think people what people are saying is true. If you read her treasure skill kit it's similar to Eve with her basically nearly constantly critting and dealing additional dmg with her skills for doing so, so basically a slightly weaker Eve
