It's because her yelling firepower in the early game all the time is unfunny (sometimes interrupting serious scenes), she's the skinniest/least sexy member of counters and has a gross case of hyullaface, and there was also an obnoxious early chapter where she argued with Anis that did her no favors.
Neon's writing does eventually gets much better, like 25 fucking chapters into the story, but by then first impressions have already settled in with the fanbase and she's effectively unsalvageable.
