I tried to respond to you before, but the thread got nuked before I could hit submit.
Part of it is undeniably a self-selection process. Look at the average thread on /co/, and you'll see a LOT of people talking about children's media and the girls from shows that have been off the air for years or decades. It can't be that surprising that the average /co/ poster has a certain interest in these things, and that interest doesn't change when they put on their /a/ hat instead of their /co/ cap in the morning.
That said, there is also just a key difference between eastern and western uses of color. Even genres and shows that are not cutesy stuff for girls will often have what are, from a cartoon perspective, bright and pastel color schemes. Not because they are shows for little girls, but just because Japan LIKES vibrant color and america largely doesn't. So depending on your tastes, you might be seeing stuff as more cutsey than it really is.
