Characters that had a previous adaptation that massively failed with audiences, are risky for studios. Wonder Woman, Flash and Aquaman are in this in-between until the DCU has enough rolling so they can integrate them.
That's why Ezra Miller's Flash had so much to give originally when the CW show was at it's peak, but after the delays no one was interested, less if it involved Ezra. Even back when the Snyderverse was starting, they couldn't use the Green Lantern because of the then recently released Ryan Reynold's Green Lanterns flopping.
That's probably why Gunn is only focusing on characters like Peacemaker, the Justice Gang, and Supergirl as backups.
