It's not, anyone can just use airplane mode on their phone and get around it, or switch IPs with a VPN. It was completely worthless and only ruined threads because some 13 year old got excited when a new post came up and the IP counter didn't budge so he could spam the thread and feel validated about it thinking he's fighting a samefag.
