Making prostitution illegal is a luxury. It's better if people can pair off young and be financially secure so they don't need to do such things. If problems with either of those things start to happen outside edge cases though it's probably better to make it legal and exercise some control over it than to keep trying to enforce a ban.

Also the idea of prostitutes being victims and only prosecuting the people who hire them is extremely gay and should never have been allowed to happen.
