Use government to implement sensible reforms, force them to behave. Identify the problems and enact laws and policies that fix the problems. You can try begin with moderate fixes (eg add a $100,000 fee for H1B visas) and escalate.
This is what the original progressive movement did in the late 19th and early 20th century, which unfortunately collapsed due to political infighting in the Republicans, which allowed disastrous Woodrow Wilson to win the election.
Right now the biggest obstacle to these kind of targeted fixes is that the entire goddamn left-wing has been captured and turned against sanity. You have the so-called "ultra capitalists" teamed up with the loser-dregs who are brainwashed into contradictory, destabilizing revolutionary fervor (usually with some form of Marxist or communist ideology). The liberals in the middle are trapped in a false reality bubble where they are tricked into seeing any "targeted fixes" like deporting illegals as "fascism" and foolishly support the revolutionary elements who want to destroy everything.
