He is an evil genius creating evil inventions.

So he decided to like make the whole town shit their pants by breaking people's toilets/inventing a piss gun that makes you piss yourself.
And maybe you have to or not save the mayor or the town from embarassment.

And the other faction just doesn't have much going for it in terms of narrative somehow
