I feel the issue is that Oda hyped it up so hard to make it seem like it'd be a 4v2 with Garp and Roger against Kaido, Big Mom, Whitebeard, and Rocks, when in actuality it was

>Rocks "fighting" (offscreening) Garling despite his hype, effectively killing all momentum his character and all of the Holy Knights barring Shamrock could ever have
>Everyone 6v1ing Imu, which actually just did jack shit because he's a regen merchant like so many shounen villains before him
>Demon Rocks one shotting Kaido and Big Mom
>Roger and Garp actually fighting Rocks for one chapter total before God Valley simmers down
I feel that inevitably the One Piece itself will have the same issue because Oda's set it up so hard that unless it contains an IRL cure for cancer it'll never live up to the hype.
