it's an observation that their was once a consistant accountability, but somehow that is all gone now and shit just gets 'given', with absolutely nothing in return
The illusion of legitimacy is only being propped up by NPCs that cannot, or will not, see what is happening for what it is.
They don't even fill out the books anymore, dont even bother fudging the numbers. It's closing time, fuck it.
