ARTICLE I.
The Dominion of Canada, acting in conformity with the wishes of its people, is hereby annexed to the said United States as a US Territory.
ARTICLE II.
No titles and claims to real estate, which are valid under the laws of Canada, shall be held to be so by the United States, except those held by persons holding only Canadian citizenship; and measures shall be adopted for the speedy adjudication of all unsettled claims to land, and patents shall be granted to those found to be valid. Titles and claims of real estate voided by this article must be surrendered within one year of its ratification.
ARTICLE III.
The national debt of the Dominion of Canada shall be treated as the debt of the Territory of Canada, rather than as Federal debt, and the President shall wield the authority to appoint an Emergency Manager if he determines it necessary for the Territory of Canada to go into emergency management.
ARTICLE IV.
Until further provision shall be made, the laws of Canada as now existing shall remain in forge, and all executive and judicial officers of Texas, except the President, Vice-President and Heads of Departments, shall retain their offices, with an power and authority appertaining thereto, and the Courts of justice shall remain in all respects as now established and organized, except that the President shall wield authority to harmonize Canadian law with US Constitutional and legal norms and amend Canadian law as necessary.
ARTICLE V.
Immediately after the exchange of the ratifications of this treaty, the President of the United States, bv and with the advice and consent of the Senate, shall appoint a commissioner; who shall proceed to Texas, and receive the transfer of the territory thereof, and all the archives and public property and other things herein conveyed, in the name of the United States. He shall exercise all executive authority in said territory necessary to the proper execution of the laws, until otherwise provided.
