that was an outdated and poorly made research/experiment/conclusion - nobody really does exactly that and if you don't (as you dont) then it does not really matter only the ratio (concentric/shortened length work compared to extended length work plus stretching)
I like to stretch my calves after running tho because I feel them shortening up and getting stiff
