If you checked the content of the game folder, you'd see instructions to use japanese locale, which normally requires you to reboot windows with that locale, and then you'd have to reboot again to switch back.
Locale Emulator is one way to do it without the rebooting hassle, you install it and then you get a context menu on executables that lets you run them in a different locale, without changing the windows locale.
It's not guaranteed to be the cause of the issue you're having, but that's the way the game is supposed to be played, so it's definitely possible.
