Yeah it's weird. Cell does claim it's part of saiyans to want a good fight, but that and being like Goku are different things. Saiyans are brutes who want to fight to dominate, but they don't want to lose. Vegeta himself was seething the whole time once Cell powered up too much. Self improvement is an unknown concept to them, which's why the entire race are mostly weak shitters where someone with a power level of 1000 is considered a huge deal, this despite them being capable of becoming the strongest beings in the universe...
