It would have made the image too tall. The skybox is several images stitched together and they weren't going to bump up the height of all of them just so it'd fit with the one where the towers were. It would have resulted in the textures holding around 0.5-1MB more of space in VRAM, I believe. Probably acceptable, even for the time, but it was a pointless compromise to make so they didn't do it.
