Simon would infinitely grow in power with Spiral Energy while Hal would have no limit to his Willpower given that his will could overcome the abstraction of will itself. They would both be able to come back from just information, manipulate time and space, and absorb alternate versions of themselves for more power. Hal can further surpass Willpower at a conceptual level by just pouring more will into it the same way Wally can surpass Speed at a conceptual level by running faster.
