I've been in /lig/ since the beginning and I thought this too, and that basically the rules became more lenient because all the relevant /lig/gers were American/Canadian or streamed in those time slots which meant a dead night when Tob wasn't streaming. Then MariMari_EN started getting discussed (who was <500 at the time) to keep the thread alive and it just kept expanding with /wvt/s ever since. Mint Castella shills were really annoying about it too.
Anyway I thought the same as you but if you go back at the earliest threads it even mentions the "all the way down to Twitch partner is fine!" it's just that rule didn't seem absolutely retarded because at the time there were like 40-50 /lig/gers and not the current 300 literal whos that got checkmarks for tenacity.
