No they want stuff to use, this would only result in reduced malinvestment and a slower but actual growth of the economy

Not to everyone, their idea isn't scarce, they can set terms for their own use of their idea but not anyone elses. It should be perfectly legal to reverse engineer, manufacture or modify software and hardware without legal gymnastics besides outright fraud which is ideally covered by laws against fraud rather than IP.
If say, anyone can make CUDA cores that work on CUDA applications but are otherwise completely unrelated to Nvidia, they should be able to do so legally rather than having to come up with a redundant analouge that likely requires the entire software side to be rewritten.
