Evils lie by default.
The evils are a Pooka and Counsellor.
The Pooka makes 2 adjacent good villagers, but not outcasts(yellow border cards) lie.
Outcasts are yellow and also good like villagers, but evils can disguise as Bombardiers and Plague Doctors.
The Wretch is considered a random evil by other villagers, but is actually good.
The Counsellor turns a would-be villager into an outcast card instead.
There may be a Doppleganger which is an outcast card that disguises as one of the other villagers and always tells the truth, but is still considered an outcast by other cards.
If the Bishop(#4) or the Empress(#3) are lying, then all characters they mention are good.

A good Doctor knows friend from foe even if the friend is lying.
